Theoretical airflow question

I was thinking, my friend is a mechanical engineer and he was telling me a
story about a guy he worked with that took a mopen, sawed off the exhaust,
and then tapes some sort of a battery operated hair dryer or something like
that over the air intake of the motor.

Aparently this made for interesting results.

So it got me wondering, what would happen if you took say two 5 inch high
rpm ball bearing 12 volt computer fans or something like that, glued the
front of one to the back of the other so they kind of worked cooperatively,
and then somehow fixed them over the filter in the airbox?

Or maybe if you had some sort of a ducted electrical fan setup in the middle
of a cold air intake pipe or something?

Would you achieve any mild turbo or ram air type effect?

Is the airbox at all sealed such that it could even be pressurized?

Would the spiraling air flow hurt air speed or engine efficiency? Or could
it help such as in the subaru WRX air tumble generator?

I'm not planning to tape a hairdryer on my car, I was just curious what
would happen, especially since you could blow a lot of air (though not much
pressure really) with very little electrical voltage draw.
